About us

Napapiirin Residuum Oy is a continuously developing operator in Arctic circular economy, serving residents in Rovaniemi, Pello, and Ranua. Our responsibilities include managing the recycling of household materials and providing guidance on waste sorting. 

In the areas of our owner municipalities, we are responsible for managing the collection of household recyclable and hazardous waste, the final disposal of non-recyclable waste, as well as providing guidance and information on waste sorting. Our reception services are also available to local businesses.

Frequently Asked Questions

  • Who collects the waste from my property? 

    • According to the Waste Act, the collection of biowaste and packaging waste (cardboard, plastic, glass and metal packaging) is the responsibility of the municipality. In practice, in Rovaniemi and Ranua, the transport services are tendered and organised by Napapiirin Residuum Oy. This means that all matters related to these collections are handled directly with Napapiirin Residuum. 
    • In Rovaniemi, mixed waste and separately collected paper are managed under propertyholder organised waste transport. This means that the housing company itself has tendered and chosen the company that empties these bins. 
    • In Ranua, all waste types fall under municipal waste collection, meaning that Napapiirin
      Residuum tenders and organises all transport services.
       
    • In Pello, all waste types are under property-holder organised waste transport. 
  • Who should I contact if there is a problem with the waste container being emptied?

    If the issue concerns a biowaste or packaging waste container in the Rovaniemi urban area or in Ranua, please contact Napapiirin Residuum. In housing companies, all contacts must be made through the property manager or the person responsible for waste management. 

    The property manager can manage the housing company’s waste services through the electronic customer service portal. In case of problems, please contact Napapiirin Residuum’s customer service, preferably by email at asiakaspalvelu@residuum.fi. Telephone service is available Monday–Friday from 8:00 to 16:00, phone 0207 120 230. 

  • How can I check or make changes to my waste collection services?

    • The property manager or the person responsible for waste management in a housing company can view and update the property’s waste collection services (e.g., collection frequency, bin size, billing details) through our online service. Login credentials can be requested at asiakaspalvelu@residuum.fi. 
    • Waste collection services can also be updated via our customer service. We prefer contact by email at asiakaspalvelu@residuum.fi. Phone service is available Mon–Fri 8–16 at 0207 120 230. 
  • Who is required to sort biowaste?

    In Rovaniemi’s central urban areaall residential properties must sort biowaste. Outside the central area, as well as in Pello and Ranua, only properties with more than four dwellings are required to sort biowaste.

  • How can biowaste be sorted?

    • Biowaste can be composted on-site or collected through the separate biowaste collection service. 
    • Nearby properties may also share a biowaste container or composter. A notification of shared use must be submitted to Napapiirin Residuum. 
  • Does a holiday home need its own waste management arrangement? What options are available for holiday property's waste management?

    Waste management must be arranged separately for every property intended for residential use.

    • If the distance is less than 15 km, the waste bin at your permanent home can serve as a shared bin for both properties. You must notify your waste collection company about this arrangement. 
    • If the distance is more than 15km, the cottage must have its own waste management arrangement.
      The distance requirement is defined in the local waste regulations.
       
    • You can register to use a shared mixed waste collection point. Shared collection points are intended for permanent residents and cottage owners who pay the annual fee.
      At mixed-waste shared collection points, the shared point replaces your property’s own waste bin or the use of a shared bin with neighbors. In practice, you use the shared collection point just like you would use your own waste bin.
      You will receive a 25% discount on the shared collection point fee if you compost your biowaste. 
  • What is the basic waste management fee, and how much is it?

    The basic waste management fee is an annual, apartment-specific waste management charge collected from all permanent and leisure residences within our service area. 
    The basic fee is not connected to property-specific waste collection services. 

    • Permanent residence: €32.66 / year 
    • Holiday residence: €16.33 / year 

    The basic fee covers: 

    • Recyclable waste management 
    • Hazardous waste management 
    • Waste management information and guidance 
    • End-of-life textile collection 
    • Annual collection rounds 
    • Recycling station services 
    • Waste management authority duties 
  • Does everyone have to pay the basic fee?

    Yes, the basic fee is collected from all residential properties. The waste management basic fee invoice is sent to the person who owned the dwelling at the beginning of the calendar year, on 1 January.

    The fee is not collected for: 

    • Residences officially declared uninhabitable by an authority 
    • Vacant detached houses whose electricity connection has been permanently removed by the electricity company (a written certificate must be provided) 
    • Residences that are undeveloped or still under construction 
  • What should I do with the biowaste container if I move out of the property?

    If you move out of the property, please remember to cancel the biowaste collection service by contacting our customer service. The waste container must be empty at the time the service ends.
